A sorceress that manipulates people? With magic?

How so?

For the most part she actually just uses her illusions to contact those who are easily persuaded with words and imagery, generally promising to restore something lost, help enact revenge, or aid them some kind of quest for power/influence/status. Often she likes to hide her involvement as someone who simply contracted out her abilities as a service, recruiting minor to moderate criminals who wouldn't mind doing her a favor in addition to following their own interests in exchange for some kind of magical aid. She does use her fortune teller act to mess with people sometimes, pretending to talk to spirits or predict people's future, occasionally disguising herself as someone else. Despite her ability to use actual magic, her clairvoyant abilities are often the result of information gathering by her various minions and some guesswork. Unless she's on the defensive, she prefers to avoid contacting people who aren't somehow cut off from society or otherwise likely to go along with something underhanded without drawing attention to her. Not really sure of her overall goal or motivations, but for the Limpet Lops story I'd have her stringing along one of the islands inhabitants to get at some power source that'd fuel her inter-dimensional magic shenanigans.

Not The Evil Council, though, but a rival group that we can have turf wars with.</div>

I'm imagining a little bit of a "magical plastic surgeon" scouting out self concious people to make them do bad bad things. I don't know how close that is but... heh.
